The Australian Government has just released the National Circular Economy Framework, setting a clear blueprint for the country's transition to a more #sustainable and #resource-efficient economy by 2030 • The framework focuses on four significant Australian supply chains and six cross-cutting objectives, identified through rigorous market and competitive analysis • It aims to accelerate the transition towards a circular economy, promoting efficient resource use across key sectors such as manufacturing, food and agriculture, and the built environment • The new sustainable procurement policy is being phased in, guiding government departments and agencies in their procurement decisions Next Steps: • The government will work closely with the private sector to implement the framework • The Circular Economy Ministerial Advisory Group will continue to provide guidance on opportunities and challenges • Expect to see more sector-based circular targets and the integration of circular economy principles in key climate policies. Strengthening global biodiversity conservation through Participatory, Integrated, and Biodiversity-Inclusive Spatial Planning (PI-BISP): New guidance report released by IUCN WCPA Taskforce on Spatial Planning In line with the goals of the Convention on Biological Diversity Kunming-Montreal Global Biodiversity Framework, signatory nations are committed to ensuring that all areas within their borders are governed by Participatory, Integrated, and Biodiversity-Inclusive Spatial Planning (PI-BISP). This includes all lands and waters. This initiative aims to halt biodiversity loss and restore ecosystems by 2030, while respecting the rights of Indigenous Peoples and local communities, as stipulated under Target 1. An IUCN World Commission on Protected Areas (WCPA) Taskforce was put together to define and outline what is needed to achieve Target 1 on spatial planning, as previously this had not been clear. A new report co-led by Vanessa Adams and myself along with the Taskforce, report can be found here https://lnkd.in/g2hm2Xxv. PI-BISP represents a comprehensive, inclusive approach to spatial planning that incorporates terrestrial, freshwater, and marine ecosystems. This integrated framework identifies critical spatial actions necessary to address the root causes of biodiversity loss, guiding coordinated efforts to protect and restore natural habitats while mitigating negative impacts on biodiversity. The effective implementation of PI-BISP under Target 1 is a cornerstone for achieving multiple other biodiversity goals set out in the Kunming-Montreal Global Biodiversity Framework (see figure below). These include: 1) Restoration of ecosystems (Target 2), 2) Protection of 30% of land and waters (Target 3), 3) Halting species extinction and preserving genetic diversity (Target 4), 4) Ensuring the sustainable, safe and legal harvesting of wild species (Target 5), among others. Unlike other global targets, there is no current method to measure progress toward Target 1. The report outlines a pathway for a new metric and the authors will be progressing this work to ensure that countries have a monitoring method in the future that allows them to measure how well they are progressing for Target 1. The report is the result of over 30 contributors from major NGOs, academia, IUCN and inter-governmental associations. This included representatives from IUCN and IUCN World Commission on Protected Areas (WCPA), UNDP, The Nature Conservancy, Wildlife Conservation Society, UNSW and UNSW Science, Bush Heritage Australia, University of Tasmania, Equilibrium Research, and many others.

A landmark new report was launched by the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES)! 👏👏👏 “The Assessment Report on the Interlinkages Among Biodiversity, Water, Food and Health” – known as the Nexus Report - offers scientific assessment ever undertaken of these complex interconnections and explores more than five dozen specific response options to maximize co-benefits across five ‘nexus elements’: #biodiversity, #water, #food, #health and #climatechange. “A key message from this analysis is that if current “business as usual” trends in direct and indirect drivers of change continue, the outcomes will be extremely poor for biodiversity, water quality and human health – with worsening climate change and increasing challenges to meet global policy goals.” Key Statistics and Thematic Findings from the Report 🧩2-6%: Biodiversity decline per decade across all assessed indicators for the last 30-50 years 🧩 >50%: Global population living in areas experiencing highest impacts from declines in biodiversity, water availability and quality and food security, and increases in health risks and negative effects of climate change 🧩$58 trillion: Value in 2023 of global annual economic activity generated in sectors moderately to highly dependent on nature (i.e. more than 50% of global GDP) *🧩Up to $25 trillion: Annual ‘external’ costs (not considered as part of decision-making) across the #fossilfuel, #agriculture and fisheries sectors, reflecting the negative impacts of production and consumption in these sectors on biodiversity, climate change, water, and health *🧩Knowledge and practices of #IndigenousPeoples and local communities can help successfully conserve biodiversity and sustainably manage other nexus For example, strong reductions in deforestation in the Brazilian Amazon were achieved after formalizing and enforcing tenure rights to territories of Indigenous Peoples and local communities

The Australian Sustainability Reporting Standard passed the Senate and will come in as of 1 January 2025. So What? Big Australian organisations will be required to make detailed disclosures about their climate-related risks (and opportunities). This includes greenhouse gas emissions, climate-related transition plans and corresponding reduction targets. Each year going forward the revenue/asset threshold for reporting will drop until all ABN's in the economy are reporting like this. Although this may take years. The things that are reported on the company Directors will be liable for... this moves climate from the marketing department to the risk department, which is far closer to the CFO's desk. The things that are reported on will grow over time. I think it will be the whole SDG/ESG side of things that get reported in the end. This is internalising the cost of climate and environment... who is ready for Climate and Sustainability Reporting to be on the level of Financial Reporting? POLICY NEWS UPDATE: Planning Reform Working Paper "13. We want to meet these objectives by taking three steps for which the Planning and Infrastructure Bill will provide the necessary legislative underpinning. a. Moving responsibility for identifying actions to address environmental impacts away from multiple project-specific assessments in an area to a single strategic assessment and delivery plan. This will allow action to address environmental impacts from development to be taken strategically, at an appropriate geographic scale,rather than at the level of an individual project – while recognising the importance of protecting local communities’ access to nature and green space. b. Moving more responsibility for planning and implementing these strategic actions onto the state, delivered through organisations with the right expertise and with the necessary flexibility to take actions that most effectively deliver positive outcomesfor nature. c. In turn, allowing impacts to be dealt with strategically in exchange for a financial payment that helps fund strategic actions, so development can proceed more quickly. Project-level environmental assessments are then limited only to those harms not dealt with strategically." "17. We have already started to see the benefits of strategic approaches in the UK: a. for species, the introduction of District Level Licensing for Great Crested Newts has shifted the focus to creating new ponds that provide better habitat rather than surveying and translocating small numbers of individual newts – with better conservation outcomes thanks to contributions from developers; " "27. These proposals are not expected to have any substantive impact on the implementation of mandatory Biodiversity Net Gain (BNG), which is a widely applicable planning obligation in England. BNG incentivises nature positive choices on development sites, with a developing private marketplace for off-site biodiversity units which the Government continues to fully support. This means that where a developer engages with the Nature Restoration Fund to address a specific environmental impact, the biodiversity gain requirement will continue to apply. This ensures developments are incentivised to reduce their biodiversity impact on site and secure future residents’ and / or local people’s access to nature. As we continue to develop this model, we will seek to identify opportunities to support the ongoing roll out and implementation of BNG." There is plenty to unpick here over the Christmas break. NRCan's Climate Change Impacts and Adaptation Division has just published "For Our Future: Indigenous Resilience Report". This first Indigenous-led report under the National Knowledge Assessment process has five key messages: 1.   Indigenous Peoples have unique strengths for responding to environmental and climate changes. 2.   Climate change is one of many crises that First Nations, Inuit, and Métis face. 3.   Indigenous Knowledge Systems and lived experiences are essential components of climate action. 4.   The food, water and energy nexus is central to First Nation, Inuit and Métis climate leadership. 5.   Self-determination is critical to Indigenous-led climate action. Great step forward towards streamlining the alphabet soup of sustainability reporting in general, nature in particular. Look forward to the International Sustainability Standards Board (ISSB) June work plan for more prescriptive detail on the extent to which TNFD approach and scope will be woven in. Impacts and dependencies are both investor material. Leading investors and asset managers have already signalled that reporting on impacts is “investor-material” to them. The largest asset managers and SWFs (BlackRock and Norges Bank Investment Management) are already asking relevant questions to underlying investee companies. Also- this approach is already live with TCFD reporting: FSB Task Force on Climate-related Financial Disclosures (TCFD) requires the report preparer to report on its GHG emissions contribution, as well as assess through scenario analysis, how different temperature scenarios will impact enterprise value creation potential. One of the biggest strengths of the TNFD framework is its holistic approach to nature risk management and disclosure recommendations. So this is a gentle reminder to all international standard setters that Taskforce on Nature-related Financial Disclosures (TNFD) was designed “by the market, for the market.” And it is the markets that have deemed impacts, dependencies, risks and opportunities material, decision-grade information, to help guide and align capital allocation decisions. Also the environmental impacts that an enterprise generates shapes the extent of its risks and opportunities. To cherry-pick relevant bits of the TNFD, would be going against the grain of what the markets have deemed relevant and would make for an incomplete nature risk management framework. We welcome a holistic onshoring of the Taskforce on Nature-related Financial Disclosures (TNFD) framework into the International Sustainability Standards Board (ISSB) work and commend the ISSB for being alive and responsive to market feedback on dynamic, evolving risks.
