It is a common view that the US is not at great risk of a devastating Electro-Magnetic Pulse (EMP) attack, as any attacking nation employing such methods would face the same fate. But this is not likely to be true, as an EMP attack can be conducted anonymously, and also through a proxy, and for other reasons. The evidence advanced by the Congressional EMP Commission indicated that this method of warfare is an existential threat to the United States, as Russia and China, and likely North Korea, have the the technological advantage in Super EMP technology, which the U.S. does not have. These nations can likely take out our military command, control, and intel systems, disable our ICBM silos and missiles, both on the ground and in flight, and bring down our electric grid, causing a protracted power outage lasting a year or more, thereby causing about 90% of our population to die through starvation and social chaos.
The Russian electrical grid uses primarily electromechanical devices/systems for it’s operation, whereas our grid uses SCADA (Supervisory Control and Data Acquisition), and other Solid State (integrated circuit) based devices to operate. My guess is that China’s grid also uses the old technology. It’s clearly a great asset for them, as they therefore have less vulnerability to EMP, and as an electrical grid is a major backbone for any technologically advanced nation.
Two retired Russian generals testified in 2004 that they have developed EMP weapons that emit a field strength of 200 kV/m (Super EMP). Unfortunately, our missiles and missile silos, and perhaps other military systems are only hardened to an EMP field strength of 50 kV/m. One of the generals was Vladimir Slipchenko, who had a significant role in EMP weapon development, and who wrote a military textbook, “Non-Contact Wars,” about Combined EMP and Cyberwarfare. It was the assessment of the Congressional EMP Commission that their testimony is valid.
This ushers in a new revolution in military affairs which lowers the threshold of war, as the previous thinking regarding the deterrent affect of nuclear weapons is now challenged. The properties of Super EMP make it a first strike weapon, as it can disable a nation’s command and control systems, ICBMs (both on the ground and in flight), radar sites, communications satellites, the electrical grid, and an entire nation can be brought to its knees. Per the EMP Commission, the U.S. does not possess Super EMP weapons.
General Slipchenko also stated that Russian engineers who were assisting North Korea with it’s missile development accidentally gave them the plans for Super EMP weapons — a likely lie to cover up a plan to use the North Koreans as a proxy to attack us with EMP weapons in the future. Many of the Korean missile tests that were reported to be failures in the Western media, reportedly were not, according to South Korean officials and a Japanese source, but were tests of a “nuclear weapon different from existing ones.” Super EMP weapons are low yield nuclear weapons that are detonated at 30 to 400 km in altitude above their target. They can also be deployed by satellite, and the North Koreans have two satellites that cross the US on south to north orbits (thereby defeating our air defense radars, which only look east, west, and north) at altitudes nearly optimum for an EMP attack. In 2013, a North Korean satellite crossed the Washington DC and New York corridor at an altitude suitable for an EMP strike, which could have knocked-out the eastern power grid, supplying 75% of the nation’s electricity. On the same day, an electric substation in Metcalf California, which supplied power to San Francisco and Silicon Valley, was attacked by individuals with an AK-47; the perpetrators were never apprehended. Months later, a North Korean freighter in the Gulf of Mexico was found to be carrying SA-5 missiles, suitable for delivering an EMP warhead over the U.S.
The present super aggressive military and diplomatic posture of Russia and China in their relations with the U.S. is a sign that they believe they have the upper hand now. China told us bluntly at the recent Alaska summit that we ‘no longer dictate to them from a position of strength.” Putin has very openly talked about sinking the next NATO ship that crosses into Crimean waters, saying ‘he doesn’t think it would start WWIII’ to do so. The Colonial pipeline attack came two weeks after Margarita Solonyan, the head of both the RT and Sputnik news agencies, said Russia will invade Ukraine and war with the US will then be inevitable. When it happens, she said Russia will shut down all or parts of the US electrical grid. The Colonial attack indicated they have the means and that they mean business, and Solonyan’s statements indicate they were sending us a veiled message. These may be the last days of peace before a major world war, and per Russian/Chinese military literature, we may soon experience an EMP “Pearl Harbor attack.”
This information is sourced mainly from the report being reviewed here, Blackout Warfare, of the EMP Task Force on Homeland and National Security, a congressional advisory group. It’s director was the Chief of Staff of the Congressional EMP Commission, and he was previously a CIA intelligence officer responsible for anaylizing Soviet and Russian strategy, operational plans, and military doctrine. The contributors to the report include a former CIA director, Reagan National Security Advisor, and other heavy-hitters.

Verified PurchaseEvery American should read this book and demand action from their political leaders at the State and Federal level. Mutually Assured Destruction is no longer the nexus of global deterrence. In an age of invisible and escalating cyber warfare and increasingly dangerous and unpredictable global adversaries, it is the electrical grid takedown scenario that threatens America’s very survival as a nation. As the Congressional EMP Commission concluded back in 2008, a nationwide takedown of our electrical grid lasting a year or longer could result in the deaths of 90% of the US population due to starvation, disease and societal collapse. And because of our total dependence on electricity for our way of life as well as our national defense, the nearly complete lack of protection and hardening of our national electrical grid means we are more vulnerable than we have ever been at a time when the risk is both high and increasing. Dr. Pry and his expert co-authors lay out all the facts and vulnerabilities while showing us that this is a problem that can be solved with concerted action by leadership in government and private industry.

The scenarios discussed are useful in imaging what could happen. The kindle price is worth it but I wish a more affordable paperback option was available.
